Convert MPEG-2 video to H.264 (video only)

This is is the first working transcoder from MPEG-2 to H.264. This probably only covers it working in a MPEG-TS format (which is ok).

I want to make the display always 720p currently it will be whatever the input is (either 720i, 720p, 1080i). Therefore it still needs a scale and deinterlace filter.
